A former New Yorker, Judy has lived in Tucson for 28 years. After completing her RN training, she worked in different New York hospitals gaining valuable surgical, critical care, and administrative experience.

In 1980, shortly after relocating to Tucson, she founded Catalina In-Home Services, an innovative Home Care company through which she has developed a model of Nursing Coordinated Services for the elderly that promotes and supports living at home with dignity and independence.

In 1998 as president of the Old Fort Lowell Neighborhood Association, Judy started the Old Fort Lowell Live At Home Program. This model volunteer organization assists elders and disabled residents who live in the neighborhood with companionship, transportation, yard work, home maintenance, light housekeeping, and meals.

In December 2000, Judith started the CareGiver Training Institute, a non-profit organization dedicated to training direct caregivers in Tucson and Southern Arizona. The CareGiver Training Institute offers the only program in Arizona that combines caregiver training with nursing assistant training; a combination that results in more job opportunities in the healthcare field for their graduates.

Committed to raising the status of the workforce and improving the jobs of direct caregivers, Judith founded the Arizona Direct Care Worker Association in 2008. Their mission is to honor, value, and empower direct care workers, influence public policy, and secure benefits by providing a voice to communicate the needs, concerns, and issues of the workforce.

Judith's innovations in caregiver training, service quality, and employee compensation and retention have earned her many local, region, and national awards. She is widely recognized as a leader in the private duty home care industry, publishes articles in the lay and professional press, and has been a popular speaker at national conferences.
