The Quality and Workforce Initiatives

Care for Elders is dedicated to informing public policy and influencing community practice to improve service quality and enhance the quality of life for older adults and family caregivers in our community. Since its inception, the partnership has been focused on addressing the concerns expressed by consumers about the screening and training of home care workers providing hands-on, direct care to vulnerable older adults. We engaged local experts in developing a 16-hour orientation training program for direct care workers, offered it to more than 200 employees of local home care agencies, and evaluated its impact. We are proud to report that program participants demonstrated improved knowledge about caring for the elderly after completing the classes, and perhaps even more importantly, workers attending the course stayed employed longer than those who did not.

Care for Elders’ Enhanced Screening Initiative Final Report 
One of the greatest concerns from a consumer's perspective is that workers are not sufficiently screened even though the state requires that all applicants for direct care work undergo Texas Department of Public Safety (D.P.S.) background checks prior to hiring.  To address this specific concern, Care for Elders launched an Enhanced Screening pilot program with five home care agencies all of which are members of Care for Elders' Direct Care Provider Network.

Evaluation of Quality & Workforce Workgroup Strategies- Final Report 
The purpose of this report is to summarize and discuss the evaluation of four interventions implemented in October 2005 by Care for Elders to address the Quality and Workforce work group goals of improving direct care service quality and establishing a trained, stable workforce of direct care workers.

Ensuring Older Texans Can Age at Home through Direct Care Initiatives 
As the number of people receiving support at home increases, the shortage of qualified and motivated personnel to perform personal assistance tasks will be magnified. This paper describes what action must be taken to ensure that older Texans receive the high quality of care they deserve.

Stakeholder Recommendations to Improve Recruitement, Retention, and the Perceived Status of Paraprofessional Direct Service Workers in Texas 
This report is a product of the Texas Direct Service Workforce (DSW) Initiative. The report includes background information about the DSW, methods used to collect and analyze stakeholder input and 14 overarching recommendations stakeholders made to improve workforce turnover and the perceived status of the paraprofessional DSW in Texas. The Texas Medicaid State Plan Personal Care Services Program 
This report contains three main sections. The first presents report an overview of the Texas state socio-demographic characteristics, economic and political factors, and budget. The second part reviews the Texas Medicaid program and the adminsitration and management of its HCBS programs. The third section describes the main features of the Texas Medicaid PHC optional state plan program concentrating on the organization and management of the benefit. (July 2006)

Senate Bill 95: Evaluation of Personal Attendant Training Programs 
This legislative report discusses changes made to section 5 of Senate Bill 95 by the Texas Department of Human Services. The document analysis the current system as it relates to personal attendants and provides recommendations for improvement in the training, recruitment and retention of these direct care workers.
