In 2002, Care for Elders launched a comprehensive strategic planning process to guide efforts for improving the care and services provided to older adults and family caregivers in Harris County. The process included:
- 8 work groups researching best practices and drafting priority strategies for addressing access, availability, affordability and quality concerns in long-term care and supportive services
- Comprehensive review of 2000 Census data
- Demographic statistics about Harris County older adults
- Risk factors and local prevalence
- Professional survey commissioned by the Robert Wood Johnson Foundation and conducted by Mathematica Policy Research
- Random digit dialing telephone survey
- 455 individuals 50 and older
- Residents of Harris County
- Additional surveys of under-represented population groups
- Asian elders and families
- Hispanic elders and families
- Working caregivers

- 753 individuals - more than 500 older adults
- 49 of 65 (75%) of zip codes represented
